摘要
徘徊于做"虚"和做"实"两个向度的农村集体土地所有权改革路向,是对集体土地所有权改革方向的极端化错误定位。集体土地所有权的实践样态和内在价值决定了其改革的第三种路向应是建立在对集体土地所有权"功能限度"的正确认知基础上,拿捏其"有所为"与"有所不为"的面相,实现从"两极"到"中间"的回归。
Hovering between two ways of ＂making it virtual＇and ＂making it real＇is a wrong attitude to the re- form of collective land ownership in rural areas. The practical state and intrinsic value of the collective land owner- ship determins that a third way should be adopted on the basis of the correct understanding to the functional limits of collective land, trying to balance ＂doing something＂ and ＂ignoring something＂, so as to achieve the return from ＂the two poles＂ to ＂the middle＂.
