Building Up a Capital Economic Circle with the Role of Core——Taking Haikou Capital Economic Circle as an Example

用经济增长极核和区域经济发展理论分析,海口经济极核发展存在地理区位、经济政治文化中心、经济实力不断增强等优势和总体经济发展"小""散""弱"、经济圈内各市县横向交通道路不够畅通等问题。提出"一核多轴",产业聚集;区域发展,交通先行;统筹规划,同城发展;创新体制机制,增强发展活力;政策支持,税收优惠;转型发展,绿色崛起等措施构建海口省会经济圈。

By using the theory of economic growth core and regional economic development to analyze the advantages of Haikou as role of the core in location, economical and political center and constant economic growth, and the problems of its small sized, scattered and weak economics and roads travelable to the counties nearby. The paper also puts forward suggestions on ＂one core and more multi - axis＂ by means of industrial concentration, regional development upon traffic, municipal enlargement based on overall plans, mechanism innovation to strengthen vitality, policy support on taxes, and growth up in the transitional development.
