统筹城乡医疗保障是医药卫生体制改革重要内容之一。通过介绍我国各项医疗保障制度和城乡医保二元结构,提出城乡医保统筹的必要性以及可能带来的问题,如城乡保险政策不统一、重复参保和卫生资源分配不合理等。针对这些可能出现的问题提出相关建议:加快城乡统筹法制化建设;建立城乡医疗保险一卡通制度;加大政府投入,合理分配卫生资源等。

This paper introduces the various medical security systems of China and the dual structures in urban and rural areas, puts forward the necessity an as the unifying of insurance poli cordingly d the possible problems of urban and rural medical insurance revolution, such cies, repeating insurance, unreasonable , some suggestions for solving these problems are raised.
