基于Cobb-Douglas生产函数的安徽省财政支农最优规模分析

摘要 本文研究安徽省历年财政支农支出的最优规模并为安徽省政府财政支农提供建议。本文选择安徽省2000-2011年的财政支农支出的数据为样本区间,采用Cobb-Douglas生产函数模型,配合使用Eviews软件,分析安徽省农业生产增加值与农业从业人数、财政农业投入、农业机械总动力的函数关系,并根据Barro法则,测算出了安徽省财政对农业投入的最优规模,得知安徽省的财政支农支出边际产出MPG虽然逐渐减少但始终大于1,表明安徽省财政支农投入小于最优规模,建议加大财政支农投入力度。 This paper research the optimal scale of Anhui province over the year and provide suggestion for authorities in Anhui about fiscal input in agriculture.This paper chooses the agricultural data of Anhui province from 2000 to 2011,and analyses the relationship among the the added value of agricultural production and the first industry employment,fiscal agriculture expenditure as well as total power of agricultural machinery,which based on Cobb-Douglas production function and Eviews software.According to Barro rule,we calculated the optimal scale of Anhui province’s fiscal agriculture input.This paper concluded that the MPG of fiscal agriculture expenditure is decreased each year and still less than one,which indicate that fiscal agriculture expenditure is less than the optimal scale when the gap between them reducing every year.We suggested that efforts in support of agriculture should be increasing.
