河北省食品安全监管长效机制研究--以供应链协同的视角

Research of Long-term Foodstuff Safety Supervising Mechanism in Hebei Province

针对目前食品安全监管模式的弊端,从供应链协同角度分析影响食品安全监管长效机制运行的因素,提出着眼于长效监管的食品安全监管体系模型。该模型是一个开放共生系统,具有全程监管、协同联动、监管追溯、惩罚和扶持服务相结合、全社会参与的特点。为此,应建立政府、企业、社会共同参与、协同、高效的食品安全监管运行机制。

Aimed at the disadvantage of current supervising system of the foodstuff safety and viewed from the supply chain collaboration, the author discussed the relative factors and suggested a long-term foodstuff safety supervising system model. The model is a open symbiotic system with characteristics of whole process supervising, collaboration linkage, supervising and supporting integration and whole social force participation. So we should set up the synergy and effective food safety supervision and management operation mechanism involved by the government, enterprises and the whole society.
