摘要
医药制造业包括化学药品制造业、中成药制造业和生物生化制品制造业三个子行业,政府科技政策对其影响是各有不同。基于国内外研究成果、实践经验及我国医药制药业创新现状,本研究采用面板数据(panel data)模型对医药制药业创新活动的政策性影响因素进行分析。研究表明,生物生化制造业创新模式较为稳定,而化学药品制造业受政府科技政策影响较大,中药制造业的知识产权保护与基础设施、工程师数量呈正相关,我国创新人才战略仍需要大力推进。
Pharmaceutical manufacturing industry includes three sub industries, chemical, Chinese medicine and biochemical manufacturing industry. The impact of the government policies regarding science and technology on the three sub industries is different. After analyzing the international research status, governmental practical experience and the pharmaceutical innovation status in China, this paper analyzed the influencing factors of government technology policy relating to the pharmaceutical innovation based on the panel data model. The empirical analysis results were listed as follows: innovation model of biochemical industry was more stable; the chemical industry was influenced by the governmental technology policy; the intellectual property protection of Traditional Chinese Medicine (TCM) industry was positively correlated to its infrastructure and engineers. Chinese innovation human resource strategies still need to vigorously promote.
