近年来,中国海外投资快速发展,在积极改善东道国环境保护、履行社会责任方面取得显著成效,赢得了东道国和国际社会的好评,已成为中国实现企业"走出去"战略的重要途径,但也因未有效沟通交流、专业经验和治理能力不足等影响了其可持续发展。中国政府和海外投资企业应通过建立对话平台、绩效评价体系、可持续发展基金、加强培训等措施,赢得东道国政府和社会民众的理解与支持,实现更好更快的发展。

The financial crisis made a lot of counties struggle with a slow economy, so the importance of eco nomic sustainable development through technology innovation has been realized by the government. To achieve the economic success, the innovation policy is regarded as one of the key tools to realize broader goals besides the na tional technology creation. This paper systematically reviews and assesses the design of technology innovation policy, the determinants of technology innovation policy design, and the international comparative researches on the technol ogy innovation policy, concluding with the trend of comparative research among BRICS＇ innovation policies.
