新农村发展研究院建设方略的思考

为了切实提升高校服务区域新农村建设能力和水平,2012年教育部、科技部联合启动高校新农村发展研究院建设计划。基于此,本刊特邀张承祥等知名专家就如何推进新农村发展研究院建设展开笔谈。张承祥通过综合分析建立新型农业社会化服务体系的要求、全面提高高校服务"三农"效能的需要以及新农村发展研究院建设顶层设计的规制,认为新农村发展研究院建设的核心目标在于构建大学农业推广新模式。符少辉认为,新农村发展研究院建设应坚持以下基本方略:以全面提升高校办学效能作为新农村发展研究院建设的核心价值追求;基地建设应服从和服务于区域农村主导产业;信息化网络共享平台建设应与省级农村信息化综合服务平台耦合;以省部联合与校地共建、推广教授(研究员)制度建设作为制度创新的突破口。韩明玉在总结西北农林科技大学农业科技推广经验的基础上指出,新农村发展研究院需要从组织、平台、队伍、制度建设等方面进行农业科技推广与社会服务机制创新;根据区域主导(特色)产业发展需要,在产业核心地带建立产、学、研"三位一体"的永久性试验示范站(基地);充分利用学校的教学优势,发挥试验站、示范基地的培训平台作用,根据区域产业发展和市场需要,结合农民的技术需求,采取多种形式,对农村基层干部、农技人员、科技示范户和农民进行先进实用技术、管理知识和经营技能的培训,建立多层次的农业科技培训体系;建立学校与地方政府合作长效机制。

In order promote the ability of college service new countryside construction, ministry of education and ministry of science and technology launched the plan of the building research center of new countryside’s development. Against this background, we invited some experts to talk over this issue. After analyzing the new requirements of socialized service system of agriculture, the need of improving the efficiency of university service 'three agriculture', the top design regulation of building a new academy for rural development, Mr. Zhang Chengxiang considered the core objective of building a new academy for rural development was to build a new model of university agricultural extension. Mr. Fu Shaohui believed that building a new academy for rural development should adhere to the following basic strategies: to enhance the higher education efficiency as a core value in the construction of new rural development research institute; Base construction should obey and serve the regional leading industries in rural areas; Information network construction of shared platform should be coupled with the provincial rural information service platform; to make provincial school building, promotion and joint professor (fellow) system construction and system innovation as a breakthrough. Summing up the experience of agricultural science and technology extension of Northwest Sci-Tech University, Mr. Han Mingyu proposed that the research center should carry out agricultural sci-tech extension and mechanism innovation in the areas such as organization, system, platform and team-building, establish permanent experimental station (base) in the heart of the industry production according to the regional leading (featured) industrial development needs, make full use of the advantages of universities and demonstration bases to establish a multi-level system of agricultural science and technology training, and establish long-term mechanism of the cooperation between local governments and schools.
