国外灾后恢复重建的研究

如何做好灾前预防、灾中应急处置以及灾后恢复与重建,是当前灾害学界和政府部门面对的重大问题。其中,恢复重建作为应急管理领域的重要分支,近年来已取得长足进展,但系统化的理论体系较为缺乏,导致灾区恢复重建缺乏有效指导。这种情况自20世纪70年代起逐渐受到国外学界重视,并出现一定的研究成果。基于此,以国外文献为研究对象,将"发展进程、概念界定、影响因素、主要研究视角和研究方法"作为研究线索,对灾后恢复重建理论研究的发展脉络进行梳理和述评,建构了灾后恢复重建研究的理论架构。

As an important branch of emergency management field, recovery and reconstruction theory has made great progress in recent years, but the systematic theoretical system is very defective, which will cause that the restoration and reconstruction in the disaster areas often lack effective guidance. It received the attention of foreign scholars since the 1970s, and emerged corresponding theories and results. Therefore, based on foreign literatures, this paper spreads the main line of development course, concept definition, influential factors, research perspective and methods. It analyses and reviews the development vein of post-disaster recovery and reconstruction research. Finally, it constructs a theoretical framework..
