工伤预防的新形势与机制创新难点及思路

The New Situation of Injury Prevention and Difficulties and Ideas of the Mechanism Innovation

安全生产形势严峻、工伤保险基金结余大、人口老龄化严重、女性劳动参与率较高、非正规经济增加及工伤预防逐渐得到重视、试点工作稳步推进是当前工伤预防面临的形势。工伤预防工作的难点体现在:现行管理体制下与安全生产的区分、与工伤康复的协同推进、与工伤保险费率的联动及省级统筹的推进。为实现工伤预防机制的创新,应精确定位、注重试点经验的总结与推广、加强工伤预防科学研究、与企业社会责任有机结合并进一步扩大国际合作。

The grim situation of production safety, large fund balance in injury insurance,seriouspopulation aging,higher participation rate of female labor force, increase in the informal economy, increasedemphasis on injury prevention are the current situation injury prevention facing. Difficulties in injury prevention are： distinction from safety in production under current management system, promoting collaborative work with injury rehabilitation, linkage with injury insurance premium rate and promoting provincial co-ordinated level. To achieve mechanism innovation of injury prevention, it should be precise in positioning, should focus on summary and promotion of pilot experience, strengthen injury prevention research, with the combination of corporate social responsibility and further international cooperation.
