基于政府职能部门对建筑劳务市场的管理需要,对建筑劳务市场的管理现状进行了分析,指出政府职能部门在无形建筑劳务市场管理中存在非法转包、分包难以监管的问题。然后在详细研究建筑劳务市场管理的基础上,提出了以建筑劳务班组长、劳务企业为诚信评价颗粒度的建筑劳务市场诚信评价体系,可以通过建设建筑劳务市场诚信评价系统,实现建筑劳务市场从无形市场向有形市场的转变,增强了政府职能部门对建筑劳务市场的监管能力,促进建筑劳务市场的科学化、可持续化发展。
Based on the requirement of government department management to construction labor market, the present station of construction labor market management was analyzed, and the difficulty of management that government department cannot supervise illegal work subcontract in intangible construction labor market was pointed out. Then the system of credit evaluation which management unit is the construction labor eontractor and construction labor enterprise based on the detail research of the management of construction labor market was brought forward, then by building the credit evaluation system of construction labor market, the construction labor market was converted from intangible to tangible, government department' s ability of supervising eonstruction labor market was improved, and the development of construction labor market was stimulated to be scientific and sustainable.
