代建制在非经营性政府投资中的应用可以提高管理效率和投资效益。高校基建项目也拥有代建制应用的环境,应用的过程也取得了一定的效果,但由于法律法规不健全,市场不完善等问题的存在,代建制在高校基建中的应用仍需政府、高校和代建单位三方面采取相应的措施以保证代建制的顺利实施,发挥其应有的优势。
