A premilinary discussion on the construction of covering congruence is presented.On the basis of the k-cs,some other useful covering systems have been constructed,and the main results have been proved.The examples given have stated the construction method of covering congruence.It has pointed out that the futher study is to find out a more simple and efficient method for the construction of covering congruence.
