摘要
在考虑自然灾害造成交通路网部分阻断以及受灾点应急物资不同需求量的情景模式下,研究区域交通网络结构中的应急资源优化布局问题,结合各种交通阻断情景下的最短路程问题建立了应急资源布局的随机优化模型,模型可以为决策部门灾害发生前的应急资源配置以及灾害发生后的应急资源调度这两方面提供参考,最后以某沿海省份应对台风灾害的应急资源布局问题为例说明了模型的有效性。
This paper is concerned with the emergency resource arrangement problem based on the scenario analysis. In different scenarios, demands of the emergency resources and road traffic network blocking situations are different. A stochastic optimized model of emergency resource arrangement problem was established for finding the shortest route in a series of traffic block scenarios. The model could aid decision agencies to allocate emergency resources in the preparedness phase as well as distribute these resources in response phase of disaster. Finally, the validity of the model was explained through a case study on emergency resource arrangement of a typhoon disaster in a coastal province.
