党的十八大报告提出"建设学习型、服务型、创新型的马克思主义执政党,确保党始终成为中国特色会主义事业的坚强领导核心"。"高校基层党组织是党在高校全部工作和战斗力的基础,是高校党的建设的重点。当前,按照十八大精神的要求,紧密结合高校实际,不断提高服务型党组织建设的科学化水平,非常必要。

The Report of the 18th National People＇s Congress of CPC proposed that ＂constructing a leaming-oriented, ser- vice-oriented and innovation-oriented Marxist ruling party and ensuring the Party to become the core of the strong leadership of the socialism with Chinese characteristics＂. The primary party organizations in colleges are the basis of colleges＇ whole work and combat power and the key content of the party building. At present, it is very necessary for us to closely combine colleges＇ practices according to the requirements of the spirit of the 18th NPC and constantly improve the scientific level of service-oriented party organizations.
