摘要 利用D-P-S-I-R模型阐述了海洋捕捞业高能耗、高排放、低效率的恶性循环,需要设计实现机制来实现海洋捕捞业经济低碳化。通过构建市场机制与计划机制相结合的混合机制,提出以产业政策机制为主导,法律法规机制为辅助,技术机制为关键,激励约束机制为实现途径的海洋捕捞业经济低碳化实现机制,四大机制各司其职、相互配合,为中国海洋捕捞业经济低碳化发展提供依据。 This article describes the vicious circle of high energy consumption, high emission and low efficiency in the marine fishing industry by using the DPSIR model. Implementation mechanisms need to be designed to achieve low-carbon economy in the marine fishing industry. By making a combination of the market mechanism and the plan mechanism, we proposed the low carbonization mechanism for the marine fishing industry economy, taking the industrial policy mechanism as the precursor, the laws and regulations mechanism for assistance, the technical mechanism as the key, and the incentive and constraint mechanism as the way of realization. The four mechanisms each attend to their own duties, cooperate with each other, and provide the foundation for the low-carbon development of China's marine fishing industry economy.
