行政执法理念重构维度分析——以社会主义法治理念为视角

A Dimensional Analysis of Reconstructing the Ideas of Administrative Law Enforcement from the Perspective of Socialist Concept of Rule of Law

行政执法作为贯彻和落实社会主义法治理念的最基本、最主要的一个部分,是法治实现的最主要途径。然而,我国行政执法还不够完善,需要重构行政执法理念:革除管理本位的思想,树立执法为民的社会主义法治理念;完善行政执法体制,实现执法的公平;加快执法程序性建设步伐,实现执法的公正;完善执法配套制度建设,提高执法的效率。

As the most basic and important part that implements and carries out the socialist ideas of rule of law, administrative law enforcement is the primary approach to realizing the rule of law. However, administrative law enforcement is not perfect in our country and it is necessary to reconstruct ideas of administrative law enforcement： to abolish the idea of management first and establish the socialist concept of rule of law for people; to perfect system of administrative law enforcement and realize its fairness; to accelerate the construction pace of enforcement procedures and realize its justice; to complete the construction of supporting system of law enforcement and improve its effectiveness.
