Focusing on Harmony and Stability in Making an Environmental Impact Assessment of Construction Projects in a Built-up Districts

进行环境影响评价应本着以人为本的原则,而不是只看排放的污染物是否达标,忽视人的切身感受,特别是在建成区建设餐饮、娱乐等影响人们生活、学习、休息的项目需要更加重视,要注重公众参与,加大环保投入;合理规划,减少遗留问题;开展后评价,完善环保措施。

Instead of just looking at the pollutant emission standards, neglecting people＇s feelings, the environmental impact assessment should be based on the people-oriented principle. Especially, close attention should be put on those projects for catering industry, entertainment industry and so on, which will affect people＇s work, life and rest. In those built-up districts, public participation should be focused on by increasing investment in environmental protection. Remaining issues should be kept reducing by rational planning. Besides, post-evaluation should be carried out and environmental protection measures should be improved.
