建立区域支付环境评价机制的思考与实践

The Reflection and Practice of Constructing Regional Payment Environment Evaluation Mechanism

支付环境已经成为影响一个地区经济发展的重要因素,良好的支付环境有助于地区经济的快速、健康发展。本文在对支付环境的影响因素进行充分调研论证的基础上,建立了支付环境评价指标体系,并对陕西省的支付体系运行情况进行了评价,从理论和实践两个方面对建立区域支付环境评价机制进行了探索。

Payment environment has become a significant factor influencing the regional economic development. A good payment environment can contribute to the rapid and healthy development of the regional economy. The paper establishes a payment environ- ment evaluation system （PEES） based on a sufficient survey on the factors that could have impacts on the payment environment. Also, the paper evaluates the payment surroundings in Shaanxi province and probes into constructing regional payment environment evalua- tion mechanism from the aspects of theory and practice.
