通过对施工管理费内容和计算基础的分析指出 ,上级管理费是施工管理费的一部分 ,切不可按施工管理费的取费标准计取上级管理费 ,也不能以工程造价为基础计取上级管理费 .

By analysing the expenses for construction managment and computing basis,the article holds that the expenses for superior managment is a part of construction managment cost,so the former should not be included according to the feeing standard of construction managment expense and also should not be included in the projecting cost.
