治理视角下的基层司法行政工作机制创新——以宜昌市“法务网格工程”为例

Innovation of Local Judicial Administrative Mechanism in the Perspective of Governance——A Case Study on Yichang Legal Gird Management Project

作为社会管理的治理应当以当前社会管理创新为时代背景,以服务民生为最终目标,以法治为强制保障。在此理论视角下,基层司法行政工作机制创新需要在政府与社会的互动中重构治理主体,在限制与开放的平衡中调配治理权力,在传统与现代的互补中优化治理方式。

As a social management mechanism,governance is based on the innovations of contemporary social managements,with the final aim of serving people’s livelihood and the compulsory safeguard of governing by legal system.In the perspective of governance theory,local judicial administrative mechanism should be improved in three fields.That is,the subjects of governance will be reconstructed in the interaction between government and society;the power of governance will be balanced between restrictions and openings;the methods of governance will be optimized in the complementation between tradition and modernity.
