Based on the theories of Halliday＇s interpersonal function of functional grammar, the paper attempts to analyze the speech of Obama on Connecticut Shooting Event from three aspects： mood, modality and person system in order to explain the relationship between the choice of modal words and the achievement of interpersonal meaning to arrive the purpose of speech. Through analysis, the paper reveals that the use of modal elements could provide detailed information of the speech and form a huge affinity.
