我国高新区政策变迁历程及发展趋势研究——基于中国1984-2011年高新区政策的考察

Policy Change History of China's High-tech Zone and Trends : based on the Policies from 1984 to 2011

国家高新区建设即将迎来第三十个年头,国务院、各部委出台的关于高新区建设、升级、扶持的政策近40项,至今已建成105个国家高新区。将1984-2011年间出台的高新区政策分为两类:一类是推动高新区整体建设、升级的政策;另一类是支持高新区内各类载体、机构建设的政策。通过考察此两类政策内容,探析高新区政策的特点及未来趋势。

The construction of the National High-tech Zone is about to usher in the third decade, the state council and the ministries produced about forty policies on the construction, promotion and support of High-tech Zone, 105 National High- tech Zones have been built. This article divides policies of High-tech Zones in 1984--2011 into two categories： one part is to promote the overall construction or upgrade of the National High-tech Zones, the other is to support the carrier and service agents in National High-tech Zones. Through investigating the research on the two categories,this article has pre- liminary analysis on the feature of the National High-tech Zone policies and its future development tendency.
