The Demand Features and Supply of Legal Systems of City Group Development

城市群规划与发展已成为一个热点问题。从公共治理的视角看,城市群规划与发展呈现出分权与合作的特征,也是对突破行政区发展模式的一种探索。在新一轮城市群区域发展规划中也存在相应的问题,主要是受传统发展思维与路径的影响依然较大。由于城市群本身是社会转型中的一种现象,因此城市群发展立法需求的一个基本特点是转型色彩浓厚,其具体表现在价值取向、供给主体、形式和内容等方面。虽然城市群法制供给的理想模式应为多中心供给模式,但对多主体供给模式的探讨与改进在当前更具有实践价值。在多主体供给模式中确立地方立法的主导地位,对城市群发展意义重大。

The planning and development of city group have been a hot issue. Viewed from the public governance, the plan- ning and development of city group appear the features of separation of powers and cooperation, as well as an explore to break through the pattern of administrative region development. There are some questions in the new regional develop- ment planning of city group, which mainly are affected by traditional development thinking and path. As the city group is a phenomenon of social transformation, the basic feature of legal systems needed by city group is the rich transformation color, specifically expressed in the value orientation, supply bodies, forms and contents. Though the ideal pattern of the supply of legal systems to city group is the pattern of polycentric supply, it has more practice value to discuss and improve the pattern of multi-agent supply. It has important significance for city group development to establish the leading role of local legislation in the pattern of multi-agent supply.
