摘要
采用文献分析法与问卷调查的方法对秦岭自然保护区内剩余劳动力现状及其转移模式进行了分析与调查。结果显示,现阶段制约秦岭自然保护区劳动力转移的主要因素包括劳动力技能水平与文化素质相对低、保护区内乡镇企业欠发达以及保护区内劳动力转移的政策限制性因素等。结论:有效转移保护区内劳动力是实现其生计可持续发展的关键因素。建议,秦岭自然保护区劳动力转移应坚持从劳动力实际状况出发,构建保护区内劳动力多重转移体系,推动剩余劳动力问题的有效解决。
The current situation and transfer model of surplus labor force in Qinling National Nature Reserve were analyzed and investigated by document analysis and questionaire methods.The results showed that the main factors restricting labor transfer were the relative lower labor skill level and cultural quality,undeveloped township enterprise and the relative policy in Qinling National Nature Reserve,The key factor to realize labor liveihood sustainable development was effective labor transfer in Qinling National Nature Reserve.The surplus labor issue should be effectively solved by building the multiple transfer system in the light of labor actual situation in Qinling National Nature Reserve.
