完善农村最低生活保障制度 促进包头市农村牧区经济社会和谐稳定发展

To Improve the Rural Minimum Living Security System,to Promote the Harmonious and Stable Development of Rural and Pastoral Areas of the Baotou Economic Society

从2007年党中央国务院决定农村最低生活保障制度在全国全面推行到现在,全国各省市自治区都普遍建立了农村最低生活保障制度。农村最低生活保障制度的建立,确实保障了农村生活困难群众的基本生活,对农村贫困人口的最基本生活起到了"兜底"的作用。本文主要立足于包头市,对包头市农村最低生活保障制度的实行情况进行了全面的分析研究,总结了取得的巨大成效,同时也针对发现的一些问题和不足提出了相应的完善措施,对包头市农村牧区经济社会和谐稳定发展具有一定的促进作用。

The decision of the Party Central Committee and the State Council to carry out rural minimum living security system in the country has been fully implemented since 2007; all provinces and autonomous regions have established the system. The establishment of rural minimum living security system guarantees the basic life of rural poor people and plays the role of the ＂out＂ effect. This paper is mainly based in Baotou and comprehensively analyzes the rural minimum living security system in Baotou, summarizes the great achievements, and additionally put forward some corresponding measures to solve the problems and deficiencies found which have enhanced in some sense the social and economical harmony and stability of the country in Baotou.
