关于装备成本控制方法的几点思考

针对我军装备经费存在多头、分散管理现状,提出了全系统全寿命装备成本控制的管理理念,重点阐述了装备成本管理需把握的几个要点,主要是从源头论证把控、加强竞争引导、改变维修方式、统一价格管理等四个方面进行探讨,对影响装备成本形成的设计、研制、使用和维护等方面进行了具体方法的探讨,探讨性提出了性能指标与装备经费相匹配、研制经费与使用成本相统一、技术先进性与全寿命费用相一致的理念,提出了引入竞争机制改变质次价高现状的思路及作法,提出了维修性与经济性相匹配的工作思路,为我军全系统全寿命装备经费管理提供具体的思路和方法,从而推动全系统全寿命装备经费管理的形成。

This paper proposes a cost control concept of the＂whole system with whole life cycle , in order to deal with the present multiple dispersed management situation of our military equipment funds. Aimed at some points about equipment cost management, such as the source control, full use of competitive, mechanism modification of maintenance modes and implementation of unified price management, the paper makes a detailed exploration of the factors （design, manufacture, operation and maintenance） which influence the equipment cost formation. Furhtormore the paper puts forward some specific ideas and strategies concerning the funds management of the whole system with whole life cycle.
