On China's International Responsibility in Global Development

中国正在大力推进国际发展议程,在发展领域承担与国力相符的国际责任。这是由中国自身的国情、身份、角色、实力、地缘地位决定的。从国情来看,作为世界第一人口大国首要的国际责任是处理好自己的发展;从身份来看,作为联合国安理会常任理事国,中国的国际贡献体现在推动建立国际新秩序的努力上;从角色来看,作为最大的发展中国家,中国有责任引领南南合作、沟通南北合作;从实力上看,作为发展最迅速的第二大经济体,中国的国际责任是加强对外援助、促进全球减贫;从地缘上看,作为亚洲的区域性强国,中国的国际责任是促进地区共同繁荣。

As China is vigorously promoting its international development agenda, it also takes its re- sponsibility commensurate with its national strength. These international responsibilities are determined by its national conditions, identity, role, power and regional status. In terms of national conditions, the first and foremost international responsibility of China, as the world＇s most populous country, is to handle well its own development. In terms of identity, as a permanent member of the UN Security Council , China＇s in- ternational contribution mainly manifests itself in the effort to promote the establishment of a new interna- tional order. In terms of role, as the biggest developing country, China is responsible for leading the south- south cooperation and bridging the south-north cooperation. In terms of power, as the fast-growing second largest economy,China is obligated to enhance foreign aid and promote global poverty reduction. In terms of regional status, as a regional superpower in Asia, China＇s international responsibility is to promote regional prosperity.
