冷战结束以来,日本打破中日两国老一代领导人在钓鱼岛问题上达成的默契,屡屡制造事端。深入研究分析,不难发现美国是钓鱼岛问题的始作俑者,在历史的关键节点上,即旧金山和会及1972年美国交还冲绳时,纵容偏袒日本,导致今日中日两国在该岛问题上的争执。美国在钓鱼岛问题上的战略目标是防止中日合作,保持两国适度冲突;维持日美军事同盟关系,拉住日本;配合美国亚太再平衡战略,遏制中国崛起,从而确保美国在亚太地区的支配者地位。
Since the end of the Cold War, the Japanese side has gone back on the tacit agreement reached by the older generation of leaders of the two countries on the Diaoyu Islands, and repeatedly created disturbances on that issue. Obviously it is the United States that is the initiator of the issue. The U.S. has set bad precedents at three historical junctures, that is, it gave unprincipled protection and support to Japan when the latter handed over Taiwan to China, at the San Francisco Peace Conference in 1945 and when the U.S. handedover the jurisdiction of Okinawa to Japan in 1972, giving rise to today’s spats between China and Japan over the Diaoyu Islands. The U.S. strategic objectives on this issue are: trying to hold China and Japan at bay and keep them in a certain degree of dispute; to maintain U.S.-Japan military alliance relationship in order to draw in Japan and to contain China’s rise in keeping with its rebalancing strategy to the Asia-Pacific region, thus the U.S. dominant position in the region can well be protected.
