近年来,出于自身应对气候变化与能源安全的多重战略考量,欧盟政治机构陆续出台多个北极政策文件;2012年7月由欧盟委员会和外交与安全事务高级代表联合发布的《发展中的欧盟北极政策》文件,为欧盟北极战略的整体发展打下坚实基础。本文在对欧盟推出的一系列北极政策文件进行梳理、分析的基础上,探析欧盟北极政策实践的最新发展特点及其与中国加强政策协调与合作的可能性。

In recent years, political organizations of the EU have introduced a series of policy documents on the Arctic after giving due consideration of its own answer to the questions of climate change, energy safety and multiple strategic concerns. Especially in July 2012, a document entitled 'The EU’s Policy on the Arctic in Progress', jointly published by the EU Commission and the High Commissioner for Foreign and Security Affairs, provided the EU with a sound foundation for the overall development of its Arctic strategy. After getting those documents sorted out and giving them a careful analysis, this article tries to find out the newest development and features in the practice of those documents, and makes an initial step in probing into the possibilities of promoting coordination and cooperation between China and the EU on the Arctic issue.
