美国2013年《涉华军事与安全发展报告》是奥巴马政府第二任期内的第一份中国军事发展报告和对华政策性文件。该报告发布的时机微妙,在结构上具有明显的继承性,但内容更加丰富,其中首次对中国的网络战能力、中国与周边邻国的领土争端作了较大篇幅分析。报告体现出美国对华战略关切的稳定性、变化性与矛盾性特点,从某种程度反映了美国对华战略焦虑的加深。

The U.S. DOD report on Military and Security Developments Involving the People's Republic of China 2013 is the first report on China's military development as well as the first government policy document on China in President Obama’s second term. The report was released at a delicate timing, carried on with a clear and distinctive structure feature of its own. The content of the report is also well-chosen, in which it for the first time made analysis to China's cyber warfare capability, China's territorial disputes with its neighboring countries with ??greater length. The report shows themain features of stabilization, variability and contradictoriness of U.S. strategic concerns about China. To some extent, the report also manifests the U.S. increasing strategic anxiety towards China.
