Some thoughts on setting up large - sized coal - power - transport - aluminium industrial group in Ningxia

借鉴德国鲁尔工业区的经验，提出以宁夏银川、吴忠、灵武、青铜峡经济核心区为 依托，充分发挥核心区能源、区位和农业三大优势，以煤为基础，以电为主体，以路为纽带，以铝 为龙头，以石油化工、机械制造、高新技术综合发展为补充，组建大型企业集团，实施建设宁夏 “鲁尔区”发展战略。对其实施的可行性、迫切性、措施、步骤等进行了探讨。

Based on the experiences of the Ruhr industrial area in Germany, this article proposes that the roles of the core economic zones of Yinchuan, Wuzhong, Lingwu and Qingtongxia in Ningxia Hui Autonomous Region be brought into full play in energy production, geological location and agricultural development. To be more specific, in this area coal is to be regarded as the basic business, electric power is to be regarded as the main development sector, road transport is to be regarded as links, aluminium refinery as the ' dragon head' and simultaneous development of petrochemical, machinery building, new and hi - technology is to be regarded as complementary sectors. The concept is to implement the development strategy of ' Ruhr Area' by setting up large - sized enterprise group in Ningxia. This article also discusses the feasibility, urgency, actual measures and stages of implementation of this strategy.
