摘要
以经济快速发展,耕地保护形式严峻的广东省为例,探讨省域耕地保护的价值补偿。研究表明:①省域耕地保护价值补偿的价值构成包括土地的经济价值、生态环境价值、社会价值和折补价值4部分;②在进行耕地保护价值补偿时,不能按照耕地的价值进行完全补偿,合理的价值补偿标准包括生态价值的20%,粮食安全价值的50%,发展权价值的50%,并且全额扣除折扣价值。③以广州市和茂名市为例的实证研究表明:广州市的耕地价值为1 657.63万元/hm2,茂名市的耕地价值为163.81万元/hm2;假设以茂名市的所有耕地盈余作为补偿对象,则广州市补偿茂名市的价值标准为50.99万元/hm2,年租制形式的补偿标准为2.90万元/hm2。
The value compensation for cultivated land preservation within provincial jurisdiction was discussed with the rapid economic development,cultivated land preservation severely Guangdong Province as an example.The results showed that the value of cultivated land includes commodity value,environment value,social value and depreciation value,and the value standard of the value compensation standard includes twenty percent of the environment value,fifty percent of the food security value,fifty percent of the development rights value,and the discount value will be deducted fully.At last,we can conclude from the experience study based on the example of Guangzhou City and Maoming City,the cultivated land value of Guangzhou is 1 657.63 million yuan/hm2,Maoming is 163.81 million yuan/hm2,the compensation standard is 50.99 million yuan/hm2,2.9 million yuan/hm2 annually.
