政府与企业:在城市空间指向上的错位──上海市产业布局问题的理论分析

Government and Enterprise: Their Different Functions in Urban Spatial Distribution ──An Theoretical -Analysis of Industrial Layout in Shanghai

文章以上海市为例，探讨了当前上海产业布局中存在的客观问题。在此基础上，从影响产业布局的两个行 为主体──政府和企业的层面上，对当前经济转型时期的产业布局问题进行理论分析认为，政府和企业两个行为 主体在追求效用最大化的博弈过程中出现的空间指向上的错位是导致当前产业布局不合理的根本原因。

This paper investigates the objective problems in industrial distribution in Shanghai with it as an example. Then it makes theoretical analysis on industrial distribution in the economic transition period with government and enterprise as two affecting factors to the distribution. Finally it indicates that the utter reason of the irrational industrial distribution is caused by the different functions of gov- ernment and enterprise on their course of pursing best effectiveness respectively.
