文章通过剖析浙江省省会城市杭州的城市建设投资状况，试图揭示在新形势下，城市建设普遍存在的筹融 资、投资管理以及资产运作等方面的难点，探寻建立符合社会主义市场经济条件的新颖的城市建设投资体制。

By analyzing the current situation in the urban construction investment in Hangzhou, capital city of Zhejiang Province, this Paper tries to unravel the difficult aspects of investment collection, management and utility of urban construction, which exist in common in the new situation. It also discusses the new investment system of urban construction in accordance with the socialist market- oriented economy.
