近期新疆价格运行分析及走势判断

An Analysis of Price Operation and Development Trend in Xinjiang in Recent Periods

进入2013年,自治区政府在调控价格总水平方面连续采取多项措施,并取得一定成效。一季度1—3月居民消费价格指数(CPI)涨幅呈现逐月回落态势,但居民消费价格总水平与全国相比涨幅仍然偏高,基本生活消费品价格和生活成本普遍较高,面临的物价上涨压力仍然较大。本文就影响新疆稳定物价的有利因素和不利因素进行了分析,认为影响新疆物价变动的不利因素大于有利因素,2013年调控物价的形势依然严峻,新疆要实现2013年全年价格调控预期4%的目标难度较大。因此,本文提出了调控物价的具体对策建议,特别是强调了对放开的商品和服务价格也要通过建立"规则",达到调控物价的目的。

The government of Xinjiang Autonomous Region continually takes numbers of measures to regulate the level of overall price and achieves a certain degree of efficiency in 2013.In the first quarter,from January to March,the growth of Consumer Price Index(CPI) showed a trend of decline month by month.However,compared with the national increase in China,the overall level of consumer prices in Xinjiang is still high,basic consumer goods prices and the cost of living is relatively high,and inflation pressure is still large.This paper analyzes favorable and unfavorable factors influencing the price stability and held that the regulation to prices is still serious in Xinjiang in 2013 since the unfavorable factors weigh more than favorable ones.This paper also proposed the specific measures to regulate prices simultaneously,and particularly emphasized establishing 'rules' for released goods and services price to achieve the purpose of regulating price.
