东北第二条亚欧大陆桥的区域经济价值、建设障碍及对策分析

Construction Obstacles and Regional Economic Value of the Second Northeast Eurasian Continental Bridge

开通东北第二条亚欧大陆桥是带动珲春–图们江地区开发和促进东北亚国际经济合作的一项重大工程,有助于我国东北地区对外开放。从提出开通大陆桥到现在已经过去20年,但大陆桥始终没有全线贯通,其中最大的障碍是中国阿尔山至蒙古国乔巴山的"两山铁路"没有修建。究其原因是蒙古国政局不稳,中蒙两国领导人缺乏战略共识使得大陆桥建设一度搁浅。大国从中干扰,严重影响了蒙古修建"两山铁路"的积极性,加上吉林省对其重视程度不够。本文的对策构想如下:提请国务院就中蒙"两山铁路"建设纳入中蒙两国领导人的会晤日程,达成战略性共识;联合亚洲开发银行寻求资金援助和技术支持;成立大陆桥办公室协调具体事务,吉林省负责落实中蒙"两山铁路"和中蒙毗邻地区区域物流合作的具体事宜;加强文化交流和定期召开中蒙经贸洽谈会,为区域合作搭建平台。

The Second Northeast Eurasian Continental Bridge is a major project that promotes the Tumen River Area Development and international economic cooperation in Northeast Asia.Eurasian Continental Bridge has been proposed for 20 years,but it has not reached complete operation,The biggest obstacle is that the part between China Aershan and Mongolia Choibalsan has not been built,The reasons for the failure of building this part are as follows： 1） China and Mongolia have not achieved strategic consensus;2） the political situation in Mongolia is unstable;3） Interfering from United States and Russia seriously affected the enthusiasm of construction of this part of railway in Mongolian;4） Jilin Province has not put enough emphasis on push of this project.Based on the above analysis,we give some suggestions on overcome the obstacle,like establishing a State Council-run institute responsible for the construction of the railway,etc.
