基于国网集团采购模式下的技术标准管理

Technical Standard Management Based on Group Purchase Mode of State Grid

2009年以来,为实现公司资源配置的最优化和集团效益的最大化,国家电网公司推进"四化"建设,开展对传统管理模式的变革和创新,实施人财物集约化管理。为此,安徽省电力公司物资系统逐步推进集团化采购模式,采购集中度快速提高。文章通过对电网公司设备技术标准特点研究,结合技术标准管理规律和电子商务平台全面应用,提出采购技术标准管理原则和技术标准固化ID工作思路,解决当前物资管理现状和物资集约化要求之间的矛盾。

Since 2009, in order to realize resource allocation optimization and maximizing the benefit of group, State Grid Corporation promotes the construction of ＂collective operation, intensive development, lean management, and standardization construction＂, carries out the reform and innovation of the tradi- tional management mode, implement the intensive management of human, finance and material. For this purpose, the material system of Anhui Electric Power Corporation gradually carries forward group pur- chase mode, and the degree of procurement concentration increases rapidly. Through studying the charac- teristics of equipment technical standard of power enterprises, combined with technical standard manage- ment rules and the wide application of e-commerce platform, this paper presents the procurement techni- cal standard management principle and the work think of technical standard fixed ID, to solve the contra- diction between the current material management status and the material intensive requirement.
