摘要
随着国家电网公司"三集五大"体系建设的推进,加强劳务用工管理、提高人力资源使用效益、保证人力资源供需平衡,从而实现人力资源管理集约化、规范化,成为供电公司发展过程中亟需解决的问题。马鞍山供电公司针对员工供需失衡、劳务用工不规范的问题,通过招投标方式来规范劳务用工入口,通过有效激励、完善保障、加强培训等措施建立劳务用工的使用和培养机制,通过绩效考核建立优胜劣汰的退出机制,优化劳务用工模式,规范和完善了企业劳务用工的市场化运作。
Abstract:As the development of "three intensive management and five large scale" system construction of State Grid, strengthening the management of labor employment, improving the efficient use of human re- sources, ensuring the balance of human resource supply and demand, to achieve the intensification and standardization of human resource management, become the problems needed to be solved in the process of power supply company development. Aiming at the imbalance of labor supply and demand, and non- standard labor employment, Ma'anshan Power Supply Company through the bidding way regulates labor employment entrance, through the measures of effective incentive, improving security, strengthening training and so on builds use and training mechanism of labor employment, through the performance ap- praisal builds the exit mechanism of survival of the fittest, optimizing the labor employment pattern, standardizin~ and n^rft^otln^r thp rnorL-~t; ~;~~ _.c 1~l.
