区域中医预防保健服务绩效评价指标条目的筛选研究

Screening study of the items of the performance evaluation indicators in prevention and health care service of the regional traditional Chinese medicine

目的:建立用于区域中医预防保健服务绩效评价的指标条目,为制定区域中医预防保健的量表和评价方法奠定基础。方法:采取专家单独访谈和研究小组讨论的方式,利用区域中医预防保健服务指南中的定量数据进行绩效评价指标的条目筛选。结果:筛选出管理效益、保障措施、服务内容、服务效果评价一级指标4个,平台建设、人才队伍、主要服务内容、中医健康文化传播与推广等中医预防保健服务绩效评价的二级指标12个,其他三级指标30个,形成了中医预防保健服务绩效评价的指标系统。结论:区域中医预防保健服务绩效评价指标体系有利于指导区域"治未病"工作建设,符合区域中医预防保健绩效评价体系的需要,为区域中医预防保健服务的绩效评价提供了依据。

Objective： To establish the items of the performance evaluation indicators of prevention and health care of regional traditional Chinese medicine in order to lay the foundation for making the scales and evaluation methods of the prevention and health care of regional TCM. Method： The method was adopted of experts interviewed separately and research group discussion to select the items of performance indicators from the quantitative data in the preventive health services guide of regional TCM. Result： Four first level indicators of management efficiency, safeguard measures, service contents, service effectiveness evaluation, 12 secondary indicators of platform construction, personnel, main service contents, health culture communication and dissemination of TCM and 30 other third indicators were selected to form the indicator system of the performance evaluation of prevention and health care of TCM. Conclusion： The performance evaluation index system of the preventive health services of the regional TCM is of benefit to guiding the regional work construction of＂prevention of disease＂, is in line with the requirement of the performance evaluation system of the preventive health care of the regional TCM and provides a basis for the performance evaluation of the preventive health services of the regional TCM.
