摘要
借鉴国有企业、转制院所的改革经验及跨部门管理模式,从建立独立建制的新机构、完善管理架构和决策机制等角度,提出多载体联合创建国家重大创新基地的途径。
The paper was drew lessons from reformation experiences and department management models of state-owned en- terprises and conversion institutions, and put forward paths of building national key innovation bases with multi-carrier from aspects of building independent organizational structure, perfecting management structure and decision-making mechanism.
