It has a higher requirement to the training and employing of grass - roots cadres, due to rapid economic development and dramatic social changes. It should establish the scientific development concept facing the emergent situations and problems, and survey the team building of grassroots cadres from perspectives of organizations, indi- viduals and the development, then provide reference to innovative mechanisms and solve specific problems of train- ing and employing to grass -roots cadres.
