基于成本效益法的产业管理创新探讨——以三星芯片项目落户西安高新区为例

摘要 运用成本效益法和产业管理理论对三星芯片项目落户西安高新区进行探讨,认为陕西省、西安市和西安高新区利用可控的成本引入掌握先进技术的核心企业对当地发挥的经济效益,是稳定资本供给、引入先进技术和增加财政收入;主要社会效益是锁定高素质劳动、产学研协同发展、商业生态进化、形成新一代信息技术产业集群、增加消费者剩余生产者剩余和提升城市美誉度;创新了政府产业管理模式,并为西部理性承接东部地区产业转移投资项目的技术可行性与经济合理性进行综合评价提供分析框架。 Urban industrial base is core areas of the western met the industrial transfer from the eastern. It is indus- try management innovation that is crucial to interconnect industry, to promote upgrading of urban industrial base and the development of industrial structure and urban economy. It discusses the project of Samsung chip settled in Xi'an High - tech Zone with cost - effective method and industrial management theory. It holds that the major eco- nomic benefits are stable capital supply, introduction of advanced technology, and increase local revenues; mean- while the major social benefits are locking highly -quality labor, collaborative development of research and indus- try, evolution of the business ecosystem, the formation of a new generation of information technology industry clus- ter, the increase in consumer surplus and producer surplus, and enhance the reputation of Xian High -tech Zone, Xi'an, even Shaanxi Province. It innovates government industry management mode and offers an analytical frame- work of comprehensive evaluation of the technical feasibility and economic reasonableness.
