After a deep understanding of water culture connotation and composition, as well as the significance of the construction of water culture in the educational system of water conservancy colleges, we should take the three aspects of material, spiritual and institutional water culture as the breakthrough points, focusing on the building of water cul- ture education system in water conservancy colleges, carrying forward the spirit of nationality and the times of water culture, providing scientific theoretical basis and action guide to strengthen water culture construction and offering strong spiritual power, intellectual support and continued security for the development of water conservancy cause.
