黑龙江国有林区实施天保工程后续发展对策研究

The Later Period of the National Forest Protection Project of State-owned Forest Region in Heilongjiang

从黑龙江国有林区基本现状、天保工程实施以来的实际情况出发,客观地评价了实施"天保"工程取得成效及实施"天保"工程过程中存在的主要问题。从重新调整森林区划、调整资金使用结构、大力发展后续产业、剥离社会职能、进行体制创新等方面,提出了实施"天保"工程后续应采取的对策措施,以确保"天保"工程目标的顺利实现和黑龙江国有林区经济、生态、社会的可持续发展。

This paper systematically analysis＇s the basic situation and actual effects of the natural forestry protection project in the state-owned forestry region of Heilongjiang Province.And then,the main problems that affect seriously the development of this project are found out.This paper puts forward some reasonable strategies and tries to explore some effectual methods for the later period of national forest protection of the state-owned forestry region in Heilongjiang.These official suggestions include revitalizing forest zoning,adjusting the structure of fund use,supporting the follow-up industry project,separating government function from enterprise management and striping every social function that enterprises have to undertake,reforming the mechanism and so on.All these measures will play important roles on the process of the later period of the project and will have deep effects on the sustained development capability of state-owned forestry region in Heilongjiang.
