论现行主要污染物减排体系存在的弊端及改进对策

Drawbacks and Countermeasures of the Reducing Emission System of Major Pollutants

我国主要污染物总量减排政策执行七年多以来,既取得了一定的成效,但也暴露出不少问题。文中对"十一五"主要污染物总量减排成效进行了总结,介绍了我国主要污染物总量减排体系的结构与关系,指出了我国现行减排体系存在的弊端,最后提出了改进对策。

Since the total reducing emission policy of major pollutants has been implemented in china for more than seven years, remarkable results have been achieved while lots of problems appear. The paper summarizes the achievements in the total reducing emission of major pollutants during the 11th Five - Year, describes the structure and relationship of the reducing emission policy, indicates the drawbacks of China＇ s current reducing emission policy, and finally proposes improvement countermeasures.
