Study on Environmental Impact Assessment of Land Remediation Planning in Jilin Province

摘要 以ArcGIS为平台,基于《生态环境状况评价技术规范》(HJ/T 192-2006),构建土地整治规划环境影响评价体系,进行吉林省新一轮土地整治规划(2011—2015年)环境影响评价的定量研究。研究结果表明:2010年吉林省土地生态环境状况总体水平良好,生态系统较稳定;吉林省生态环境主要制约因子为水资源瓶颈与土壤侵蚀;土地整治规划方案实施后,吉林省土地生态环境状况指数(EI)由2010年的66.37增长至2015年的70.69,生态环境状况明显变好。各分指数计算结果表明:生物多样性更加丰富,植被覆盖度进一步增大,土壤侵蚀状况明显好转,土地适宜程度显著提高,水资源瓶颈因素有所缓解;"田、水、路、林、村"综合整治有利于当地生态系统稳定性提高。 Based on "Technical Criterion for Eco-environmental Status Evaluation"(HJ/T 192-2006) and ArcGIS platform,the land remediation planning environmental impact assessment Index system was established,and quantitative researches on the new round of land remediation planning(2011—2015) environmental impact were conducted.The results indicate that the overall land eco-environmental status was good in Jilin province in 2010.In addition,ecosystem was stable.The main constraint factors of eco-environment were soil erosion and bottleneck of water resources.After the implementation of land remediation planning,the eco-environmental status will obviously get better and the land eco-environmental status index(EI) will increase from 2010′s 66.37 to 2015′s 70.69 in Jilin province.Meanwhile,the calculated results of each sub-index show that biodiversity will be obviously richer,vegetation coverage will be further increased,soil erosion will be significantly improved,the land suitability will rise up obviously,and the water resource bottleneck factors will be visibly eased.Moreover,the comprehensive renovation of fields,water,road,forest and village will improve the stability of the local ecosystem.
