The research of telecommunication access price should be based on the market structure and regulation system since it is the interests and contradictory focus of all parties involved in the interconnection and relates to the allocation of economic interests which are cost sharing and revenue sharing.Therefore in order to promote interconnection smoothly,China＇s telecommunication market reform practice should be taken into account,and the access price should involve both costs and benefits,so that the interests of all parties can be protected.
