科技项目精细化管理模式及信息化应用

Model for Fine Management of Technological Projects and Its Application of Information

针对科技项目管理中通常存在的过程管理粗糙、信息共享效率低下、动态分析与跟踪不及时等问题,借鉴国内外项目管理理念,提出了科技项目精细化管理模式,宏观上将项目的过程管理分为"人"与"事"的精细化管理。在"人"的管理方面,将项目管理过程中人划分为不同的角色,并根据角色行使不同的过程管理职能;在"事"的管理方面,应用工作流技术,建立了规范化的项目过程管理精细流程。在此基础上,采用信息技术手段,开发出科技项目精细管理信息化平台,实现了Project桌面软件与Web系统的有效融合。项目工作组可在该平台上实现文档共享和信息沟通;各级领导可在该管理平台上查看项目进展情况,对科技项目进行动态跟踪与分析,实现了科技项目过程管理的精细化、自动化和规范化。推广应用表明,该平台可以显著提高科技项目管理的信息化水平。为促进平台的深度应用,提出完善项目管理制度,探索评价方法;积极组织系统内部经验总结交流;加大信息化培训力度,完善技术支持保障体系等建议。

To solve the issues existing in management of technological projects,such as loose process management,low efficiency in sharing information,and delay in dynamic analysis and tracing,this article borrows foreign conceptions on project management and comes up with the model for fine management of technological projects.Process management of project is macroscopically divided into fine management of 'person' and 'affairs' In the management area of 'person' the people involved in management process of project are divided into different roles so that they perform the different functions of process management according to their roles.In the management area of 'affairs' the workflow technology is used to establish a standard fine process for management of project process.Based on those efforts,information technology is adopted to develop the information platform for fine management of technological projects,bringing about effective integration of Project Desk Software and Web System.The project team can share files and communicate information on this platform.Executives of all levels can inspect the progress of project on this platform and dynamic follow up and analyze technological projects,bringing the process of technological projects under a fine,automatic and standard management.The application results indicate that this platform can remarkably improve the information level for management of technological projects.To promote application of this platform,the article suggests to perfect the project management system with the efforts for development of appraisal methods,summarize and exchange experiences within the organizational system,strengthen the efforts for information training,and enhance technological support system.
