Current Situation and Future Prospect of Managing the University by Law

中国高校推行依法治校已近十年,在依法治校理念、工作机制、规章制度建设、师生权益保护等方面取得了一定的成绩,还需在理顺内外部关系、规章制度规范、探索依法治校运行路径、法律风险防范、法治文化氛围营造等方面进一步加强依法治校工作,建立健全现代大学制度。

In the modem university institution, managing the university by law means the legalization of both the government＇s management on universities and the universities＇ self-management. It includes three levels of management according to law, institutional level, conceptual level, and cultural level In the past ten years of practice, we have made considerable achievements in the matter of the managing idea, working mechanisms, constructing regulations, and protecting students and teachers＇ rights. However, with the purpose of strengthening the management by law and building sound modem university institution, we have to concentrate our efforts on balancing the external and internal relationship, standardizing the regulation, exploring the effective ways, preventing legal risk and creating cultural atmosphere of law.
